Faster Shutdown

Services can sometime hang when the system is shutting down leading to very slow shutdowns. Systemd waits for 90 seconds by default so that the services can shutdown.

On Asmi, Systemd is configured to wait 15 seconds for services to exit before killing those services and shutting down the system.
